SPF-RE past and current projects

Ongoing SPF-RE projects

In the financial year April 2008/March 2009, SPF-RE awarded funding for 7 projects, most of them being projects financed in the previous year(s) and extended to further phases:

“Assistance to the Moldovan Customs in Improved Rules of Origin and Audit Control for Moldovan Exports to the EU” (Phase 3)

Duration: 1 April 2008-31 March 2009
Budget: £28,554.00 from UK Government

By means of this project, Moldova is supported in its efforts to benefit most from the new trade regime with the EU – Autonomous Trade Preferences (ATP) that entered into force as of March, 2008. Particular assistance through Phase 3 of the extended projects is offered to Customs Service to ensure a correct use of preferences given by the EU when issuing preferential certificates of origin to businesses.

“Anti-Corruption Media Education and Public Awareness” (Phase 2)

Duration: 1 April 2008-31 December 2009
Budget: £130,930.00 from UK Government / where as £78,727.00 to be paid this FY

The project continues in Phase 2 with a significant increase in budget due to an extremely good performance recorded in the life cycle of a start-up project financed in 2007/2008. By the end of the implementation period, the current project is expected to:

  • support media to investigate corruption
  • organise anti-corruption awareness campaign
  • offer legal consultations to the corruption victims
  • trengthen cooperation between civil society and the state in fighting corruption.

“Support to the Moldovan Ministry of Agriculture and Food Industry in Implementing EU Technical Regulations for Better Use of Autonomous Trade Preferences in line with the EU – MD Action Plan” (Phase 2)

Duration: 1 April 2008-30 September 2009
Budget: £35,350.00 from UK Government - £22,810.00 to be paid this FY

The project will improve the ability of the Moldovan Ministry of Agriculture and Food Industry (MAFI) to implement EU experts’ recommendations and build capacity to take advantage of ATP in the agro-food sector.  The project will provide practical trainings and advice to increase knowledge/understanding of MAFI staff members on how to follow EU requirements in phytosanitary and egg sectors (health, hygiene and animal welfare requirements), based on Romania’s experience.

“Support to the Moldovan Ministry of Economy and Trade for the Implementation of Autonomous Trade Preferences and Internal Market Development”

Duration: 1 April 2008-31 March 2011
Budget: £124,180.00 from UK Government - £46,780.00 to be paid this FY

This is a new and very ambitious project proposed to complement the other 2 projects on ATP currently funded under SPF – RE scheme. It is planned to contribute to the boost of Moldovan exports to the EU market through greater use of ATP by businesses and strengthen competitiveness on both internal and external market.

“Assistance to the Moldovan Government (line-ministries) in the Implementation of the ACQUIS Communautaire” (continuation)

Duration: 1 April 2006-31 March 2009
Total budget: £72,000.00 from UK Government - £27,000.00 to be paid this FY

The project aims at improving the professional skills and knowledge about the EU legislation and Acquis implementation in the specific area of activity of each Moldovan Ministry, through building on the experience of EU accession countries (Romania).

“Strengthening Citizen Oversight over Parliamentary Elections 2009”

Duration: 15 July 2008–15 November 2009
Total budget: £90,831.00 from UK Government - £65,456.00 to be paid this FY

This is the first project on Elections funded by SPF – RE in Moldova. It will contribute to free and fair parliamentary elections in Moldova. Its purpose is to support a civic coalition of NGOs (Coalition 2009) through strengthening the capacity of its secretariat, expanding the coalition to regions outside major cities, building the network of domestic observers and improving media coverage of elections and political issues.

“Support to the Secretariat of the National Commission for European Integration”

Duration: 1 September 2008–31 March 2009
Total budget: £29,910.00 from UK Government

The approval of this project came as prompt and efficient UK Government reply to the request of its Moldovan counterpart to support the Secretariat of the newly refurbished National Commission for European Integration. The Secretariat will comprise 5 national consultants and 3 public servants who will be responsible for the coordination of information at line-ministries level to meet IAPEU priorities (an extended paper of EU-MD Action Plan).
