DFID in Moldova
The DFID bilateral technical assistance programme to Moldova since 1991 constituted over £20 million. Given the levels of poverty, Moldova was one of DFID's focal countries under its Regional Assistance Programme for 2004-2007.The annual technical assistance continually increased during the last few years, building up from £1 million in 1999 to around £4 million per annum until 2011.
DFID programme focuses on providing support to the Government of Moldova in:
- improving governance and the institutional environment for poverty reduction,
- promoting pro-poor sustainable growth, and
- strengthening the UK’s contribution to conflict resolution and peace building.
To achieve these outputs the following actions are undertaken:
- seeking to strengthen Moldova’s benefits within the EU’s European Neighbourhood Policy;
- promoting better coordination, joint working and division of labour among donors;
- ensuring a harmonized approach to the implementation of the National Development Strategy (NDS) and EU-Moldova Action Plan;
- focusing on effective ways to link the NDS with the Medium Term Expenditure Framework (MTEF) and other budgetary processes;
- expand the MTEF work, including greater support to line ministries;
- working to strengthen the links between Government and donors to establish improved co-ordination mechanisms for their activities;
- supporting the implementation of the regional development policy outlined in NDS;
- contributing to the reform of the Social Assistance System, Central Public Administration and Public Finance Management.
The DFID programme for Moldova is managed from the UK and through the British Embassy Chisinau. The immediate managing division is the Europe Department (ED) of DFID in London.
